Tennessee is the 16th State of the United States. It joined the union on June 1, 1796, after a constitutional convention in Knoxville in January 1796. Today, the State has 95 counties and 340 municipalities classified as cities or towns, though the distinction is largely nominal and not based on population or charter type.
The way how Tennessee municipalities are formed today has changed over the years; before 954, all municipalities were established by private acts of the state legislature. However, constitutional amendments in 1953 introduced new forms of municipal charters, including home rule charters and several standardized types authorized by state statute
What makes Tennessee’s municipalities different from other states is the difference in how they govern themselves. For example, the State has 14 home-rule cities, including Memphis, Knoxville, and Chattanooga, which govern themselves independently. In addition, other municipalities operate under mayor-aldermanic charters, uniform city manager-commission charters, or modified city manager-council charters. Lastly, the State also has three consolidated city-county governments: Nashville-Davidson County, Lynchburg-Moore County, and Hartsville-Trousdale County.
