New Hampshire is one of the original 13 colonies that led to the achievement of the United States’ independence from Great Britain. It was founded in 1623 and became the ninth state to join the Union on June 21, 1788. It was named after Hampshire County in England. The state is divided into 10 counties and 234 municipalities, including 13 cities and 221 towns.
Unlike most states in the US, New Hampshire follows the Dillon Rule, meaning municipalities only have powers explicitly granted by the state. However, local governance is highly decentralized, with towns typically governed by town meetings and select boards. At the same time, cities operate under council-manager or mayor-council systems.
What makes the municipalities in New Hampshire stand out from other states is that they are defined by their governance structures rather than size or population. Therefore, towns are governed through direct democracy in town meetings, while cities require charters granted by the legislature. Also, since 1979, towns can adopt representative forms of government without becoming cities.
