Illinois became the 21st State of the United States on December 3, 1818, after being admitted to the Union. However, its Journey to become the Statehood we know today stretches back to 1673, when it was discovered, and in 1809, when the Illinois Territory was established.

When it comes to how the Illinois government is organized, it is structured into counties, cities, towns, and villages. The state has 102 counties, with Cook County being the largest and the only home-rule county. The state has approximately 1,295 municipalities ( the highest in the US): 320 cities, 945 villages, and 30 towns. Unlike most states of the US, where most towns and cities are classified by population in Illinois, the classification is based on legal definitions.

One important thing to note about Illinois is that towns are rare and were established before the Cities and Villages Act of 1872. Also, the municipalities are governed by the Illinois Municipal Code (65 ILCS 5), which outlines incorporation standards and governance structures. This law allows for “home rule” powers granted by the state’s 1970 Constitution, enabling local governments to manage their affairs independently.
