Hawaii, the 50th state of the United States, officially joined the Union on August 21, 1959, following the passage of the Hawaii Admission Act earlier that year on March 18. Before achieving statehood, Hawaii was an organized incorporated territory established by the Hawaiian Organic Act of 1900. It remains the most recent state to join the Union.

Hawaii’s local government structure is unique compared to other U.S. states. It is divided into five counties: Honolulu, Hawaii (Big Island), Maui, Kauai, and Kalawao. Of these, Honolulu County operates as a combined city-county entity. The state has no incorporated municipalities in the traditional sense; instead, communities are classified as Census Designated Places (CDPs), towns, or villages. There are 163 such communities across Hawaii, with Urban Honolulu being the largest by population (341,778) and Manele being the smallest.

Unlike other states where cities and towns are incorporated under state law, Hawaii’s counties function as the primary units of local governance. The state constitution grants counties “home rule” powers to organize their governments through charters.
